David is a Director of Pacific Perspectives with policy and operations, commissioning and funding expertise He has held senior public sector roles in education, health (public health, secondary and tertiary care), social services,  and international development.  David has previously held the following diplomatic posts: NZ High Commissioner to Samoa, NZ Consul-General to American Samoa and NZ Administrator of Tokelau.
